Delete/Generate Next-Gen in media library isnot working

Describe the bug Clicking delete Next-Gen images or Generate Next-Gen images isnot working (with/without create AVIF enabled)

To Reproduce Steps to reproduce the behavior:

1. Enable AVIF
2. In the media library click ' Generate Next-Gen' link for any image not having AVIF (if there were AVIF, delete it in upload then refresh the media library page or simply click 'Delete Next-Gen images'

Expected behavior 1- Clicking Generate Next-Gen images => generate AVIF/WebP based on enabled feature 2- Clicking Delete Next-Gen images => delete both webp and AVIF independent on which is enabled

• Working fine on the trunk for expected 1,2.

Acceptance Criteria (for WP Media team use only) Clear instructions for developers, to be added before the grooming

1. Generate Next-Gen images link is displayed if Next-Gen images arenot generated
2. Delete Next-Gen images link is displed if Next-Gen images are already generated
3. Links are functional i.e deleting or generating the Next-Gen images
4. Link Generate/delete Next-Gen is there in the media library list and in the edit image
5. Next-Gen images is either AVIF or WebP or both

• The point mentioned here is fixed for small image https://github.com/wp-media/imagify-plugin/pull/807#issuecomment-1959236989
• The delete link isnot displayed for large image (same on trunk, may need separate GH if not already there) or can be retested 1st after merging https://github.com/wp-media/imagify-plugin/issues/796
• Still when to display the link is out of scope here
