imagify rewrite rules arenot added to htaccess/nor config while rewrite option is enabled

Describe the bug Display Next_Gen using rewrite rules, isnot adding imagify rewrite rules section to htaccess

To Reproduce Steps to reproduce the behavior:

1. Fresh install of imagify on apache server
2. Click Display Next-Gen images -> rewrite rules
3. Save
4. Check htaccess file

Expected behavior rewrite rules of imagify added to htaccess

• As per doc, We’ll need to update the rules to display AVIF > Webp > optimized image, no matter what type of generation is currently activated.
• Was working fine on trunk (regression)

Acceptance Criteria (for WP Media team use only) Clear instructions for developers, to be added before the grooming

• Rewrite rules added to htaccess when enable rewrite option on apache
• Rewrite rules added to rootdirectory of wp/conf when enable the option on nginx
