When upload small image (already optimized status in media library) while lossless option is on , we are not generating the AVIF for original image
To Reproduce
Steps to reproduce the behavior:
install and activate imagify
enable lossless compression
enable AVIF
upload small image
check ftp once done
Expected behavior
AVIF is generated to original image as same as scaled one

we are generating webp version normally in the scenario above for original image
even reoptimize lossless won't generate it
