AVIF image isnot generated for .gif nor .webP image

Describe the bug AVIF isot generated for .gif image

To Reproduce Steps to reproduce the behavior:

1. Enable create AVIF
2. upload .gif image
3. check ftp once optimization is done

Expected behavior AVIF version is generated

• webP image is generated to this kind of image
• on trunk and on branch, webp version won't be generated for original image (may need separate GH)
• if it won't be supported then we better not display the generate link in this case or display note that it isnot supported
• avif isnot generated too if we uploaded .webP image

Acceptance Criteria (for WP Media team use only)

1. When customer uploads webp image, we need to make sure not to send it to the API
2. No messages related to this fact
3. Webp images should not be calculated on the attached banner
4. Webp images should not be processed when clicking on Generate Missing Next-Gen Versions
5. Generate Next-Gen images version button should not be displayed for single image details section in the media library
