When click save and go to bulk optimizer after fresh install, imagify is not displayed in admin bar

Steps to reproduce the behavior:
Fresh install and activation of 2.2.3
Open settings page
Scroll down and click save and go to bulk optimizer
Notice admin bar
Expected behavior
imagify is still displayed in admin bar
