Add shadow presets #139

Per https://github.com/WordPress/gutenberg/pull/46813 and https://developer.wordpress.org/news/2023/01/using-the-box-shadow-feature-for-themes/, let’s use theme.json for shadow presets.

Closing this as Frost will not use custom block styles that leverage box shadows.
