Update to bookworm #233

Work in progress. Updates needed:

[x] Update to kickoff releases of WPILib and RobotPy
[ ] ConfigServer NetworkManager support
[ ] Test read-only mode in more scenarios (a few files moved)
[ ] Run dhclient (may be related to NetworkManager changes?)
[ ] Fix libcamera / picamera2 installation
