Try fixing the error when updating translations #33

l find that the update translation workflow has gone wrong recently, so l try to add -t to fix it. l have tested on my own project and it seems to work well.

Here is the previous error.

This happened because https://github.com/transifex/cli/pull/96

We should also look into locking the transifex cli version instead of always grabbing the latest version.

That makse sense, l also think it should be the problem of the update of transifex cli. But it seems that it is hard to decide which version is the stablest.
