Replace Azure pipelines with GitHub Actions workflows #23

Having an annoying amount of problems trying to fix the Azure pipelines, so just replaced them with the GitHub Actions workflows that brew new-tap automatically generates.

Alright, this repository is clearly unmaintained... I'm closing this PR so I can delete my fork. I've been using my own wpilib cask for a while anyway, I have it in my personal tap if anyone else is interested.
