Right now we just have a few hard-coded constants, and a few that are tunable at run-time (via the consts.html page and the *Consts protobufs in control/actuator_cmd.proto), but this has a few issues:
Not easy enough to add new constants/new processes with constants
We can't save constants to persist between code reboots
