+1 for CC0
I strongly lean toward a GPLv3 "or later" for code. Except, perhaps, contributions to JATS-to-mediawiki, which can be released under CC0 for consistency.
CC0 licensed code is compatible with GPL, so there is no problem for us to merge code in. However, with GPL, for our code, the four essential freedoms are preserved while using a copyleft clause for pragmatism:
The freedom to run the program as you wish, for any purpose (freedom 0). The freedom to study how the program works, and change it so it does your computing as you wish (freedom 1). Access to the source code is a precondition for this. The freedom to redistribute copies so you can help your neighbor (freedom 2). The freedom to distribute copies of your modified versions to others (freedom 3). By doing this you can give the whole community a chance to benefit from your changes. Access to the source code is a precondition for this.
I think we should make sure that the different repositories have clear and consistent license statements. My preference would be CC0 for all, or dually licensed with GPLv3.
