Integrate License bot with Citation bot #15

Both get their information from CrossRef. Citation bot (cf. https://tools.wmflabs.org/citations/ ) currently works only on en.wp (a clone on eu.wp), while License bot is to work on Wikidata.

The Wikidata part is likely to benefit from using https://github.com/Wikidata/Wikidata-Toolkit .

I have been watching that project, and am in contact with Markus Kroetzsch about it.
