Outline outreach video, provide desired length #49

Will be helpful to get accurate and fair quotes if we can provide a scope/context, sample outline, and desired length to potential animators.

Scope: make the case for signalling the openness of references cited on Wikipedia and perhaps in scholarly publications. Length: 1-2min.

will keep this issue open for writing an outline as we find an artist to animate.

we can probably not work on the script for the video before the workflows are stable, as the intention of the video is to illustrate workflows.
