Remove workarounds for PLOS license #114

PLOS have gone from CC BY 2.5 to CC BY 3.0 to CC BY 4.0 over the last few weeks and in the course of that, finally added links to their license statements, so our workarounds for the licensing info can be removed.

Last file uploaded with {{PLOS}} template was https://commons.wikimedia.org/wiki/File:Mechanisms-of-Hemagglutinin-Targeted-Influenza-Virus-Neutralization-pone.0080034.s012.ogv (01:33, 20 December 2013), the first without was https://commons.wikimedia.org/wiki/File:Asynchronicity-of-Facial-Blood-Perfusion-in-Migraine-pone.0080189.s001.ogv (01:54, 20 December 2013).

Actually, we have to keep the workaround for files from older articles (e.g. to import them once a GStreamer bug has been fixed), but otherwise should check first whether there is a license URL.

There seems to exist no workaround currently on the wmde-review branch.
