I was thinking that we should make a separate git project which is just a big dictionary between text strings and license deed urls.
then this project can pull from that git project and others can easily contribute to making making a big database of "machine-readable" license text?

Daniel Kinzler from Wikimedia suggested something like this already last week. I would be in favor – after all, it would reduce code duplication.

I don't think https://github.com/wpoa/recitation-bot/commit/ef73cfba7975831e68c0d69777e941594fbe8d20#diff-fb47ee8565fbf50e7e1ac9df3de0b94e is enough to fix that, but did not find the relevant code.
