DISABLE_WP_CRON Detection / Alternatives #320

Comment Mail should be able to detect hosting providers that set DISABLE_WP_CRON and provide site owners with an alternative approach; i.e., an http-based CRON job they can set up following instructions provided by a KBA at comment-mail.com
