Option for role or capability-based access to Comment Mail settings and data #348

It would be great to have an option that lets site owners specify which Role or Capability should be allowed access to Comment Mail settings and data.

This could work similar to how Comet Cache controls access to the WordPress Admin bar in the Pro version:
