Feature Request: PR Should Open w/ Issue Title #149

Whenever phing feature-start is used and it opens a PR automatically, the PR that it opens should try to include the associated Issue title.

For example, instead of PR: feature/123, it would be nice to have something like: [PR] Feature Request: Mobile-Adaptive Mode

This would make all forms of notifications about GitHub PRs better as well, since the associated issue title would be referenced correctly. The numbers don't mean much without the title.
