menuitem's accelerator has not any response in win10 and jdk17 #4

when I select a figure, then press Ctrl + C then Ctrl + V, no any response, and don't enter CopyAction code in debug mode. and Ctrl + A / Ctrl + Z is the same

I have now updated the project to Java 21 and JavaFX 21.0.1 in the hope that this fixes this issue. But it didn't. I am not sure what the problem is. The accelerators work fine on macOS 14.2.
