feature: Introduce TOC (Table of Contents) in StyleUtilities Doc #11

Is your feature request related to a problem? Please describe. User needs to scroll up and down to see all samples, which is inconvenient, it is better to have a in-page table of contents.

Describe the solution you'd like Would like to have a in-page table of contents, showing all heading and sub-headings from the page in view. On clicking items in this headings and sub-headings list should scroll to the actual heading or sub-heading content.

Describe alternatives you've considered Nothing significant.
