bug: pr guardrails linting deleted files #47

Describe the bug On creating Pull Request, es-lint is trying to lint deleted files and failing.

To Reproduce Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error
