bug: pr guardrails linting deleted files #66

Describe the bug Old issue reoccurring. On creating Pull Request, es-lint is trying to lint deleted files and failing. Ref: #47

To Reproduce Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error
