Both the person and the office they inhabit are the "owner", so this term is ambiguous. "Responsibilities" is currently a list of positions or offices, not the responsibilities of those offices or their inhabitants.

"Responsibilities" becomes "Offices" "Document Owner" becomes "Personnel", or becomes the description field of the Office, if that can hold a link to a user profile.
