could i get VAC banned for using this? has anyone gotten vac banned for using it?

Space engineers does not have VAC, not does it ban for this. These files are pretty much just edited with notepad, so unless they randomly start specifically checking for this (mods also modify these files so that wouldn't really work either way) you're save.
