Add charset option to handle encoded strings #7

This fixes RT 127553 by adding an encode option, so that UTF-8 passwords can be supported.

It also updates tests accordingly.

@wreis It's been several months. Any word on this? I'm willing to release it to CPAN if don#'t have time (though I'll need to perms).
