Ability to disable/suspend VPS #193

Reason:
To support scenario with several VPSes for one user and ability to suspend some 
of them by admin.

Description:
User can control several virtual servers. Some of them can be paid till 
particular date, after that date virtual server should be suspended (not 
removed) by admin (or automatically). User should not be able to enable 
suspended VPS.
