Extract all keywords and subjects from the full set of policy profiles scraped from ecolex
Filter the policy profiles dataset based on Cristina's identification of keywords and subjects as relevant or not.
Create sample of 1,000 policy profiles that contain at least one keyword AND one subject; Cristina will review these policies tag as relevant or not based on their Title, Date, Subjects, Keywords and Abstract
