WDPA layer clicks require pan tropical layer to be on #24

If you turn on the WDPA layer and try to click an area, you get nothing. Turn on the pan tropical layer and bam, clicking WDPA area then gives an info window.

@matallo is a beast, this is already fixed in develop. :D
