Enable Tests in CI #134

This PR makes use of AWS/GitHub Actions link through OpenID such that CI can assume an AWS role sufficient to read the requester-pays buckets in tests.

GeometryFixerSuite fails after bump to JTS 1.18 :/ Looks like something best addressed by its own PR.
