GTC-2776 Update GFWPro to use TCL2023 #219

Update GFWPro to use TCL2023

Update the TCL version number and change the year range for forest_change_diagnostic. (I had previously changed things so you only have to update ForestChangeDiagnosticCommand.TreeCoverLossYearEnd). Update the test results for FCD and AFi analysis (which also uses TCL data).

This looks correct to me, if I recall correctly palm risk should be limited to 2022 until you explicitly increase it to 2023?

Yes, soy tree cover loss and palm risk are each limited to max year 2022 already in ForestChangeDiagnosticAnalysis.scala, so they will stay the same until those explicit limits are changed when we do soy/palm risk updates.
