Need an extra aggregation per loss year for the gadmAgg in AFi analysis #225

We need all the loss years to be unique before aggregating into a map. So, we also need an extra aggregation for the gadmAgg calculation, which is combining the dissolved rows for a list id, including those with different gadms.
