Switch to Feb 2024 licensed WDPA for GFWPro

Switch the Geotrellis analysis, now that the pre-computed big list processing for the new version has been completed and QAed.

The new WDPA did affect some protected areas in BRA, so did have to adjust the ARG/BRA test in FCD.

Pushing now so QA can proceed today on TCL 2023 and the new WDPA.
