This PR marks the transition from prototyping to scaling. It contains the following updates to enable jurisdictional scale plantation mapping:

• catboost classifier models for each region are retrained with updated TML data and new scaling function to address prior inconsistencies
• the hyperparameter tuning and feature selection exercise is rerun
• workflow is containerized with addition of Dockerfile
• plantation_classifier pipeline is cleaned up with the removal of old code/functions, docstrings for each function and updated file paths
• pipeline ingests fewer arguments to streamline and inputs/outputs are automatically connected to s3
• experimentation with unit tests and validation functions
