Modals: Full gating of research downloads

Styles a content gate modal as described in this issue. Thanks!

What is the new behavior?

• New modal should be styled similar to other modals on the site. See issue for details.

The wri_sites repo is on branch issue-301-restarted. I merged main into issue-301-restarted. The wriflagship repo is on branch develop.

Ahh, @jordankaiser Start from this branch on wriflagship: issue-301-modals (that's this PR https://github.com/wri/wriflagship/pull/1125) -- I bet there's some config in there that's important.
