Drupal core locked to 10.2.x #278

Describe the bug We have a handful of patches that need to be rerolled to upgrade to Drupal 10.3.0 https://github.com/wri/wri_sites/blob/main/composer.json#L36 so we'll want to QA those well. Too short of notice for the next release.

Fix will be to roll back https://github.com/wri/wri_sites/pull/279 and apply new patches.

Develop is now on 10.3: https://develop-wriflagship.pantheonsite.io/admin/reports/updates

We'll have a chance to poke around and find issues while doing general regression testing, so moving to "Ready to Deploy" for now.
