Implement digital garden solution to replace Obsidian Publish #4

We'll likely need Nextcloud up and running first in order to achieve this. I grazed the research on this and there are existing digital garden solutions built for obsidian, so we just have to throw it together and get it running.

Status update: For now, I'm going to backlog this bc frankly I'm just bored of this and don't want to do it right now. Would love it if anyone takes this up as it shouldn't really be absurdly difficult. We'd need to set up probably a separate Github repository and then use this static site generator for Obsidian.md called Quartz https://github.com/jackyzha0/quartz to publish the site to either Github Pages or Cloudflare Pages or something, whatever works best.

of course a different approach would be fine but the main benefit of quartz is that it preserves the Obsidian backlinks I wrote in which are a pretty big feature of the garden, so any alternative should also do that.

EDIT: One thing I am doing at this time is moving our current Obsidian vault we've been sharing over Google Drive into our production Nextcloud and then making sure I have backups fully properly set up back to Google Drive and my local hard drive, so to edit the Obsidian you'll need access to the production Nextcloud to get the source vault files
