Have VERSION file for reflection and bash stuff
add build script; updates dependencies, increments minor version, tries to automate changelog but that is buggy, creates the sdist
add deploy script; if there is a .pypirc file, it tries to deploy the new version to PyPi -- this is tested, it definitely works
setup.py now pulls version from VERSION file

This moves us forward on #5
