Patadmin: Add flag for critical patients #49

As an operator of Patadmin I want to mark a critical patient. The flag if a patient is critical can be changed while editing a patient. A critical patient is shown differently in the usage overview of the treatment. If a transport for a critical patient is created, the transport is marked as "priority".

After reviewing the existing features: There is a field for the NACA score. Currently the NACA store is not shown, because it was requested by the users to hide the information.

Feature can be implemented by defining a "critical threshold" for the NACA score, but at the moment it seems not relevant.
