Create and test automatic planning templates for

• [x] HN IMRT on Tomotherapy
• [x] WBHA
• [x] Tomo3D Each template must:
• [x] Autoload Planning structs from xml
• [x] Load Beamsets from xml
• [x] Load preselected clinical goals
• [x] Use dose levels from planning structs for clinical goals
• [x] Have a pre-configured test patient and be validated for a sufficient number of patients to give confidence in the template.
• [x] Have an archived copy of the patient saved to the U: Drive for later use
• [ ] Post a report to the wiki
