This SKSE plugin adds support for ESLs to Skyrim VR. Ideally we would detect its presence and only then enable ESLs, but I'm not sure how feasible that is, refactoring-wise.
And while we're at it, we should add support for Backported Extended ESL Support too (useful for Enderal SE). Note that this will require more edits to our hardcoded form range stuff because it turns out Bethesda screwed up again and the expanded range applies to all plugins in SSE, regardless of HEDR version. Sigh.
