Installing Software via Install new Software does not finish downloading metadata #16

when i try to install new software via help install new software and select the 2019-09 update site it never seems to finish downloading the initial metadata.

Installing from Zip or via Eclipse Marektplace works perfectly fine.

i tried on other machine and it works. => i have no clue. maybe servers/mirrors slow?
