Move version checking to Installation. #166

Maybe do the version checking at installation is better than later users getting into docker functions?

This PR deletes a bunch of stuff in addition to moving things. I don't see the problem with version checking being a different section, because presumably you're going to know what the version is at installation, because you just installed it.
