Ruler uses location of mouse rather than center of token for its target location

Instead of measuring towards the tile that the token is primarily on, the measurement is instead done towards the location of the mouse cursor. This can lead the selected token to move to a different location than the one indicated by the ruler when grabbing the token by the edges. Example here
