Starting to drag a token, then cancelling the drag with right click will cause the ruler to freeze and not follow the cursor correctly until a token is moved. The same issue can be caused by dragging a token, holding down control, then placing the token back on the same spot it started on.
Left clicking while the rangefinder is active causes the rangefinder to follow the cursor around, but this bug appears to be just visual, and only lasts until the next ruler is drawn.
This was tested on Foundry 0.7.6 and 5e 0.99. I think I had this issue before this update, but either way I hope this info is helpful.
