I think a method to implement this could be a special tile that is two halves, where each half has a separate modifier. Then allow the tile to be rotated according to grid (two rotation states on squares, three states on hexes).
Another possibility might be to track the direction from which a token moved onto the terrain square. I'm picturing the configuration for this is a multi-selectable 3x3 grid of checkboxes to indicate from which directions a square is considered difficult terrain, and clicking each box multiple times cycles through the configured movement cost multipliers. Could also be done with dropdowns. That would allow for scenarios like:
