Add an interface for DJs to create playlists #13

There's a table in the database called libplaylist that was toyed with but never put into production, but it has been suggested that DJs should be able to create playlists to use in their shows. The upcoming Radical radio automation software will have this feature, but it might be useful even now, at least so that DJs can create playlists and reference them. And the interface could be ported pretty easily into Radical.

The initial playlist interface has been added, but there still needs to be a way to fetch track information from the library, probably the same way as in the logbook.

The playlist view has been enhanced to include fetching tracks and manual tracks, so it works almost exactly like the library now.
