Binning is not implemented in SBIG driver #20

Binning is not implemented in the sbig driver. When requested to expose,
the sbig driver [chimera/drivers/sbig.py] will silently ignore binning
requests. It does not appear that the lower-level sbigdrv
[chimera/drivers/sbigdrv.py] is set up for binning either.

It's on my TODO list for months. The lowest level (sbigdrv.py) already have 
support
for this.

I know that support for this was added to chimera-cam. Does it work? If so, this
issue should be closed.
