Similar to #17 I wonder if we should solve this one by adjusting the goal equation. Just minimizing taxes might be enough to fix this already.

Yes, the more I think about this one the more it looks like an ugly hack. There must be a better way to do this.

I played around with other goals and they didn't work to fix this, so I am going with this one for now.
