Bluetooth functionality appears on web browsers that don't support it #1

Bluetooth icons and controls appear on web browsers and platforms that don't support the web bluetooth api. This causes user confusion.

AC

  1. The bluetooth controls and icons should only appear once it is confirmed that the web browser supports it
  2. The bluetooth controls should be moved to its own control panel, separate from generic options
  3. The bluetooth control panel should function the same as the current generic options panel, except that: i. It's icon will indicate bluetooth status (attempting to connect, grey, connected, green) ii. The button will not appear when the WebBluetoothAPI is not available.
