Change ODK Briefcase to use relative paths in the download-history table #1017

If you move the ODK Briefcase Storage location, Briefcase looses track of the 
prior download status of its submission instance because it stores an absolute 
path to the file. 

Change this to use a path relative to the ODK Briefcase Storage Location 
directory.
